Management Team

Justin J. Bellante

Justin J. Bellante

Co-Founder, President & CEO

In early 2007, shortly after co-founding BioIQ, Justin Bellante reshaped the company around a new vision and business model. He is responsible for guiding the development of BioIQ’s strategy and executing  its business plan. Since inception, Bellante has guided BioIQ from a concept to a well- established company. He has solidified corporate direction and strategic partnerships, developed the BioIQ wellness technology solution, and built a company culture that is passionate about innovation in healthcare.

Prior to founding BioIQ, Bellante developed novel materials and testing platforms for Microelectromechanical Systems (MEMS) while pursuing his doctorate at the University of California, Santa Barbara. He was also a researcher in the Radiation and Reliability Physics organization at the Sandia National Laboratory and the Microfabrication Facility within Case Western Reserve University (CWRU).

Bellante holds a bachelor’s degree and a master’s degree in materials engineering from CWRU, and is on leave from his doctorate program at the University of California, Santa Barbara. He has published articles in scientific journals including  Science, Applied Physics Letters and MRS Proceedings.

Brent Peus

Brent Peus

Chief Financial Officer

Brent Peus brings a strong finance background to the BioIQ team, with 20 years of experience performing financial analysis, structuring deals and raising debt and equity capital. As the company’s chief financial officer, he actively manages business and financial strategy as well as forecasting.

Peus began his career in Berlin, where he established and managed the German subsidiary of Paris-based Meeker Construction, one of the largest developers in France. After three years in Europe, he returned to the U.S. to join Nearon Enterprises, a real estate private equity firm in Palo Alto, California. While working with Nearon, he focused on investments in oil and gas while developing high-end residences and golf courses.

Peus subsequently joined and became a senior partner at KPS Kapital, an investment-banking boutique. KPS Kapital was acquired in 2001 by New York-based merchant bank MTS Partners, where Peus served as a principal. He then relocated from New York to Santa Barbara in 2003 as a co-owner of Westerland Partners, an investment partnership with interests in U.S. and German real estate. Peus holds a degree in politics from Princeton University. In his free time, he actively supports youth sports programs and resides in Santa Barbara with his wife and four children.

Pete Desai

Pete Desai

Executive Vice President

Pete Desai brings strategic focus along with strong industry acumen to BioIQ as executive vice president of Corporate Development and Marketing. He has an extensive background in developing and implementing innovative healthcare programs and services within both small and large organizations. With more than 15 years of healthcare experience, Desai is responsible for marketing BioIQ’s solutions and raising awareness of the company’s mission to Connect, Measure and Achieve.

Prior to BioIQ, Desai served as executive vice president of Health Management Strategy for Alere Health, LLC (acquired by Optum in 2015). In his role, he led a successful spinout of the Health Management business (Alere Health, LLC) from Alere, in a $600M deal. He was responsible for strategic business development while supporting the global health management function to grow services and revenue in targeted geographies outside the U.S. Previously at Alere Health, Desai served in the roles of senior vice president of Health Strategy and Global Solutions, and director of Strategy and Business Development.

Desai started his career at Accenture, where he took on various roles in the Health and Life Sciences practice. He developed a broad healthcare background, which includes experience working with health insurance payers, providers and health information technology customers. At Accenture, his responsibilities ranged from defining corporate strategy and growth plans for clients to managing large-scale, multi-million dollar implementation projects, all of which helped him build a core foundation in managing complex initiatives. He is a graduate of Vanderbilt University and lives in Atlanta with his wife and two children. In his free time, he plays an active role in youth athletic programs.

Wes Rhea

Wes Rhea

Chief Compliance Officer

Wes Rhea serves in the role of chief compliance officer for BioIQ to ensure the protection of sensitive information while in compliance with state and federal regulations such as HIPAA and CMS. He provides executive leadership for information security policies, privacy policies, procedures, privacy laws, regulations, awareness and management of business associates. Rhea has 15 years of experience in the healthcare field with Alere Health (formerly, Matria).

Rhea is a certified project manager (PMP), certified information security manager (CISM), certified in Risk and Information Systems Control (CRISC), certified HIPAA professional (CHP), certified HIPAA security specialist (CHSS), certified Sarbanes-Oxley professional (CSOX) and certified in the governance of enterprise IT (CGEIT). He has professional experience in the telecommunications, financial and healthcare industries, while holding executive-level positions as a vice president, corporate compliance officer and chief information officer.

Rhea received his Master of Business Administration from Troy University and his Bachelor of Business Administration from Kennesaw State University. He is currently pursuing a juris doctor degree.

Kevin Kenney

Kevin Kenney

Chief Operating Officer

As the chief operating officer , Kevin Kenney brings over 20 years of healthcare experience to BioIQ, with an emphasis on wellness, prevention and population health management. Over the course of his career, he has worked with many of the largest payers and ACO providers to maximize business performance. Kenney has helped to develop and implement capabilities that enable clients to maximize their healthcare outcomes by improving quality measures, enhancing participant engagement and reducing spend.

Kenney started his career as a research associate at the University of California, San Diego (U.C.S.D) where he worked with some of the world’s leading orthopedic surgeons to investigate lumbar and cervical spine strength and its impact on back injuries. This work that sparked his interest in developing innovative programs to support individuals dealing with chronic care issues. The result of his research has been published in several peer-reviewed medical journals and presented to the North American Spine Society. After leaving U.C.S.D, Kenney joined Accenture’s Health and Life Sciences practice, working on its earliest disease management and chronic care management programs and leading the development of the firm’s Medicare Advantage capabilities. During his tenure, Kenney and his team implemented a wide variety of technologies to facilitate healthcare transactions.

In addition to Accenture, he has held leadership positions at Matria Healthcare (sold to Alere), DaVita and U.S. Preventive Medicine. Prior to joining BioIQ, Kevin was the COO at Ingenios Health, a technology enabled, risk-adjustment services company. At Ingenios, he oversaw the company’s growth and facilitated its sale to a publicly traded home health agency.

A graduate of the University of Florida, Kenney holds a bachelor’s degree in exercise and sports science and a master’s degree in business administration. He currently serves on the Board of Advisors for the Center of Supply Chain Management within the Warrington College of Business at the University of Florida. Kenney lives in Jacksonville, Florida, with his wife and two kids.

 

Sean Middleton

Sean Middleton

Chief Technology Officer

Sean Middleton is BioIQ’s Chief Technology Officer and is responsible for overseeing platform engineering, technical support, QA, DevOps and infrastructure. He brings strong development and technical experience to BioIQ and over 13 years of healthcare IT experience with companies including NextGen Healthcare, Greenway Health, MYidealDOCTOR and Walgreens Boots Alliance. Middleton has a successful track record in assisting startups mature and scale to grow and develop technical solutions that enable organizations to reach new revenue opportunities.

Middleton started his career as a web developer in Atlanta with SunTrust, helping the bank launch www.suntrust.com. Having development and leadership experience in the financial, consulting and healthcare industries, he has leveraged his technical and leadership skills to build strong teams that develop innovative solutions.

Prior to joining BioIQ, Middleton was the chief technology officer at MYidealDOCTOR, an Atlanta- based telemedicine platform provider. In this role, he helped reduce the new customer implementation time by 50 percent,  while the development efforts he managed led to increased revenues of 20 percent in only 9 months. Sean is a graduate of the University of Florida. He resides in Atlanta with his wife and four children.

Joshua Sclar

Joshua Sclar

Chief Medical Officer

Joshua Sclar, MD, MPH, is BioIQ’s Chief Medical Officer. Sclar is board certified in preventive medicine and public health and has over 15 years experience in healthcare. His career has spanned clinical practice, health services research and public health instruction in addition to building innovative, prevention-oriented healthcare delivery models for academia and business.

Prior to joining BioIQ, Sclar was the Chief Medical Officer at Ingenios Health Co., which developed one of the first purpose-built mobile technology platforms for health risk assessment. Sclar was a member of the steering committee that created the Johns Hopkins Sibley Innovation Hub and served as its first Lead Designer and Innovator in Residence. He has published research on a variety of topics in healthcare delivery while working at the FDA, Columbia University Medical Center, and the Johns Hopkins Center for Public Health and Human Rights. He has also been a full-time practicing physician at St. Luke’s Hospital in St. Louis, MO.

Sclar received his medical degree from the State University of New York and completed residency training at Johns Hopkins. He earned a master’s degree in public health as a BJC Healthcare Scholar at Washington University in St. Louis, and holds a bachelor’s degree from the University of Miami.

Patrick F. Cua

President, HSG Partners.
Chairman of the Board, BioIQ, Inc.

Pat Cua is president of Healthstar Global, an Atlanta-based C-level advisory and corporate development company. He has 29 years of corporate executive, sales and business development experience in the healthcare industry. Cua is a seasoned executive with experience working with both public and privately held companies.

Cua’s healthcare industry experience began with C.R. Bard, a multi-billion dollar medical device company. He held various positions during his eight-year tenure, including the leadership of a sales team. Cua left C.R. Bard to join a venture capital start up, Cardiac Alliance. Within his first year at Cardiac Alliance, Cua led the search and found the company that Cardiac Alliance later merged with, Ralin Medical, which was the start of CorSolutions – one of the pioneering companies in disease management. Here, Cua’s role focused on being a key member of the executive team, building and leading sales teams and driving strategic acquisitions.

After nine years with CorSolutions he moved to Matria, which later acquired CorSolutions. After thousands of organic sales and several acquisitions, the resulting company became a $500M division of Inverness Medical (IMA), a multi-billion dollar healthcare services and device company. He left Inverness Medical in September 2008 to launch Healthstar Global. Cua serves on the board of multiple companies including BioIQ, Sensei and Gozio Health.

Jeffrey M. Closs

Director, BioIQ, Inc.

Jeff Closs is the co-founder, President and CEO of Ancora Heart Inc., a company that is developing an innovative implant for the treatment of heart failure and mitral value regurgitation (previously known as Guided Delivery Systems, Inc.). Prior, he was a co-founder, President and CEO of Benu/syncHR, a leading innovator for healthcare exchanges and cloud-based human resources, benefits, and payroll software. Before he co-founded BENU, Jeff was President and CEO at Fox Hollow Technologies, Inc., a leading cardiovascular device company in Silicon Valley. Previously, Closs was Vice President and International General Manager for Perclose, where he was part of the senior executive team that led the company from early formation through a successful IPO and ultimately an acquisition by Abbott Laboratories. Prior to Perclose, he held positions in a variety of functional areas including marketing, sales, clinical, regulatory, manufacturing and international operations with Devices for Vascular Intervention / Guidant and Baxter Healthcare Corporation. Mr. Closs has testified before the Joint Economic Committee of the U.S Congress on Healthcare reform. He received his MBA from Emory University and his BA from the University of California, Los Angeles.

Kathleen M. Shanahan

CEO & Chairman of Ground Works Solution

Kathleen M. Shanahan is currently Chairman and CEO of Ground Works Solution (previously known as URETEK Holdings, Inc.). Ground Works Solution is a Florida based company focused on soil stabilization and densification for infrastructure rehabilitation. Ground Works Solution provides fast, minimally-disruptive, cost-effective repair solutions through the use of a patented polymer based application process.

 

Ms. Shanahan has a distinguished background in business, politics and public service. Previously, Kathleen was Chairman and CEO of WRScompass, a civil and environmental construction company, from July 2005 thru July 2011. WRScompass experienced significant growth under Kathleen’s leadership. Prior to her executive management posts, Kathleen was a senior consultant to former New York Stock Exchange CEO John Thain, and a senior executive in charge of public and community affairs at PaineWebber.

 

Additionally, she has held federal and state public policy positions of chief of staff for Florida Governor Jeb Bush, chief of staff to Vice President-elect Dick Cheney, deputy secretary of the California Trade and Commerce Agency, special assistant to then Vice President George Bush, and staff assistant on President Reagan's National Security Council.

 

Ms. Shanahan currently serves as a board member of the Florida Council of 100, as a pro bono advisor to the Florida Coalition Against Domestic Violence, as a board member of BioIQ, as a board member of GSL Solutions and The Digital Bell, as a board member of the Hillsborough Area Regional Transit Authority, as a board member of TRC, as a board member of Turtle & Hughes, as a board member of Woofgang Solutions, and is a member of Women Corporate Directors and the International Women’s Forum. Kathleen previously served as a member and Chair of Florida's State Board of Education, the Eckerd Board, the Lincoln Center Institute Board, as a member of the National Parks Foundation Board – a Presidential appointment, as an executive cabinet member of the American Heart Association’s Tampa Bay Heart Ball, as an executive committee member of the Republican National Convention 2012 Tampa Bay Host Committee, as a member of the Terra Sea board, a Great Lakes Dock & Dredge company with Belgian based DEME/DEC, and as Chair of the Florida Supreme Court Judicial Nominating Commission.

 

In recent years, Ms. Shanahan has been honored with the Tampa Bay Business Journal’s inaugural Community Leader Award at the 2012 Business Woman of the Year gala. In 2011 she received the Governor’s Business Leader Award, and in 2010 she was awarded the Foundation for Excellence in Education’s Arts for Life! Guardian of the Arts Award.

 

Ms. Shanahan received her undergraduate degree in biochemistry from the University of California, San Diego and a Masters of Business Administration from the New York University Stern School of Management.

Brandon Cady

Brandon Cady is currently the President and Chief Executive Officer of AIM Specialty Health® (AIM). Brandon joined AIM in 2002 and executed top line growth initiatives that expanded the business into one of the largest and most successful specialty benefits management companies in the United States.

Brandon has held a variety of leadership positions within hospital systems, health plans, and emerging technology companies. In 2000, he was a founding member of Planlinx, one of the first consumer-directed health care solutions in the United States. Prior to Planlinx, he spent several years with UnitedHealthcare working on business integration, network development strategies, and operational improvement initiatives. Brandon has also consulted with Blue Cross and Blue Shield plans on both new product development and medical cost reduction strategies.

Brandon earned his master’s degree in Health Services Administration from the University of Michigan in Ann Arbor and a Bachelor of Business Management from the University of Iowa.

Andrew Midler

Andrew Midler serves as managing member at Savitr Capital, LLC, which focuses on healthcare venture investments. Midler founded the firm in 2008. Previously, he served as the chief executive officer and chief investment officer at Standard Pacific Capital. From 1986 to 1993, he worked as a portfolio manager at Fidelity Investments. Midler holds a Master of Business Administration from Harvard Business School. He earned a master's degree and a bachelor's degree in political science from Stanford University.
